I worked in a Fd Amb alongside combat medical technicians, not once was flour mentioned for burns even as a battlefield expedient, so I think your friend may have been duped.
No doubt others with a more knowledgeable medical background will be along presently to confirm or deny the veracity of this supposed wonder cure & I believe they'll probably confirm my views.
