I did something similar to an outkitchen wall when I lived on Dill Hall lane.
The whole wall was affected - removed large window and moved position of door.
I didn't contact the council - I didn't consider it needed planning permission.
I paid 'cash in hand' to a local brickie, and bought my new door and frame, installed by a joiner friend. I don't remember how much it all cost, but it was so long ago that the price would be no guide for you now.
