Actually no. Just because somebody is born in this country it does not automatically guarantee British nationality or a British passport. I'm fairly sure that the Kosovan refugees who came to Blackburn a few years ago and had their babies in QPH still remained Kosovan (the babies that is). They were all immunised against TB at birth though.
