How do these two issues relate?. Maybe crime rates went down because they changed the way the statistics were collected and collated.

It isn't the legal firearms that are a problem in this country. It is the fact that firearms which are unregistered/unlicensed are in the hands of people who use them as status symbols...but know nothing of the safe way to handle/keep them......the gang members that roam estates all over this country. It is the fact that it is relatively easy to come by an illegal weapon. It is very very difficult to control something which is an unknown quantity.
The police only carry guns in certain circumstances. The shooting of Mark Duggan was one of those circumstances....he was(allegedly) carrying a firearm...he was a threat to the police...but aah, he wasn't aggressive...he was just 'into some things'....criminal activities.
