Over 20 yrs ago i worked for a summer on a tip in Liverpool -part of an experiment for the Environmental Advisory Unit of Liverpool Uni. on the reclamation of land and the re-use of landfill sites for growing agricultural crops and vegetables. There were illegal "workers" at the tip every day routing about and in general looking for metals to reclaim, they would set up fires to burn away the plastic from wires etc -they were known as "Totters". They were tollerated generally and the workers at the tip knew most of them, so i don't know if it's the same up at Whiney Hill but i imagine they have a pretty good idea of who the regular visitors are. This may not be the case of course if it's a night-time activity -but surely they must have some security cameras to control access..
