The people walking their dogs are the ones who do it 99% of the time, not the odd one grieving for a loved one, of course any of the things you mentioned are totally unacceptable in any society, but in any shape or form cemeteries are not the place to walk a dog, because went people are out of site they think they don't need to pick up after their dog
