Surely the point is, the council are trying to make the town centre more appealing for shoppers, so they should be reclaiming these benches for the use of ordinary citizens, rather than moving them. And, yes, it is a police matter but surely the council should be working closely with the police to make the town centre an unwelcoming place for these toerags.
