I don't have a William Young in my records, which cover the whole of Greater Accrington (now Hyndburn)
He may have moved into Accrington after the war.
Medals had to be applied for usually in the 1920's, its not often there is an address on the back, about 1 in 500, so your lucky. Have you tried seaching in the Haslingden area to see if he is on any of their R-O-Hnr.
I don't think theres any one in Rossendale doing WW1 research on the same scale as me, try the library first.
