what about the person who lives alone, a solitary kind of person? they would not be allowed to smoke in own car, as well as being unenforceable its a ruddy daft idea. if evidence is available about the danger to others,then education is the answer not this stupidity, that won't work 100% nowt will, i notice daily though what a big effect the law on using mobiles when driving has made.
