Having been in smoky bars(literally- part of the atmosphere) I don't believe the 23 times, with the windows slightly open you can see it all being sucked out.
People who smoke in cars with children in will probably be the last people to obey such a law, they will probably do it whilst using their mobiles.
More nanny state. What are the police going to do, start stopping cars and sniffing inside for evidence?
