Should be capped at 2 or maybe 3, contraceptives are free of charge so there's no excuse (although they're not 100% effective) why after 2nd or 3rd child you shouldnt provide fully for the child instead of bleeding government coffers dry. If you're gonna breed'em you feed'em. But one massive loophole that should be closed which would save millions, stop paying child tax credits to parents who's children aren't even living in the UK.
