Simple answer, if its not the council its basically junk mail and treat it this way.
They cannot enforce the fine.
From a quick Google Excel seem a dodgy firm, just look at watchdogs website.
OR take the others advise stop moaning and pay the penalty. No wonder firms like Excel get away with it.
