I think Wallop is contesting against the council, you cannot ignore these as they will start to increase in price.
I'm not 100% but sometime you can be better to pay fines under protest to stop any additional costs and then you can just argue the original fine. (this is only for genuine fines not like Excel who just prey on the ill informed).

When you register an appeal all that happens is you lose the right to pay it at the reduced rate. It doesn't go up whilst waiting for a hearing. Think my hearings sometime in March in manchester, asked for burnley but then got a letter back saying no dates coming up at burnley, when i rang to as why they said because not many people ask for the venue, so either manchester or preston, so opted for manchester
