I had to nip into Blackburn yesterday, i was on the bus and we had a long wait at the lights as we where passing the junction all you could see was about 20 workmen stood around looking down a hole eating and smoking and this was at 9 40am so if this is the speed the work will be done at its going to take a while to finish
