You don't have to worry about the council. Everybody in the district sees whats going on, apart from the council.
I reckon 2 weeks of walking up and down Blackburn rd dishing out tickets and they could lower the council tax.
Left to me they would get a ticket and told to take a retest.
You may have noticed that the general state of driving/disreguard for laws or the highway code gets me a tad annoyed, it's not rocket science.
