Answer to that is simple but long winded...Fine Arts are a crap company, with crap working conditions, don't give a stuff about their workers, have no long term future workforce plan, have no career paths, offer no training, offer no qualification progression, pay crap wages, hire and fire at will under the guise of 'seasonal working' (which incidentally is also crap because they produce items for every season)
Considering that the rate of pay is around 3 times the amount they'd get back home, they are transients, they don't care about future prospects or working conditions and aren't always aware of UK employment law, they are ultimately the easier option for employment.
