But to an extent I suppose so, there's all different types, some are aggressive others passive, then there are those that'll have a nip now & then. Other than that they just float about, doing what they do with the occasional feeding frenzy thrown in for good measure, but you've always got to keep an eye out for the fisherman's nets or the big hook of the angler.
