The Council is under a statutory duty to make arrangements under the
Public Health (Control of Disease) Act 1984 for the Funeral or Cremation of the body of any person who has died or been found dead in the Borough where it is established after investigation that there is no possibility of an alternative cause of action.

Just because it's a municipal funeral doesn't mean you wouldn't be allowed to go. If you can find out where and when it is, you could go along and take some flowers with you.
