Try Hyndburn Council they have land up Plantation St at the back of Owl Hall, my mate used to graze his horses there. No it is not a wind up. Estates Dept allotments etc Scaitcliffe House.

Ask at teh corn mill and teh little cabin next door at Rising bridge. They seem to do lots of horsey things and will probably know what farmers rent space out
