Quick question Re market hall loos

I had to go into the market hall in Accrington today to find the loos. Everything was closed except for one cafe upstairs but all the lights were blazing. Who is paying the electric bill for this? It's a complete waste of money to have all the lights blazing when effectively it is closed except for the loos and one cafe. If they turned the lights off they could afford to reopen the Peel street loos probably

Re-opening Peel St is nothing to with costs, they have been closed to re-direct trade to the Market Hall.

Wednesday afternoon and Sundays are optional for the market traders. As you have seen for yourself that is for the benefit of one trader only, stuff the cost. The added difficulty with closing on Wednesdays is not just that one cafe but the offices they have put in there to make it look good.

How that cafe keeps going is beyond me, went up to the loos Monday afternoon (as I was in the Market Hall, won't use them to increase footfall) and there were just three people in there. Noticed many times whilst downstairs that customers appear to be in short supply in the balcony cafe
