I received via airmail the birth information for Charles Frederick Hindle from the GRO. His mother's maiden name was Elizabeth Jane Webb - born circa 1838. My mother was so thrilled to get this information. We were so impressed as to how quickly we received the certificate after only faxing to the GRO one week prior. In the states it would have taken 6-8 weeks!

Civil registration started in 1837 so you should be able to obtain Elizabeth Jane Webb's birth certificate as well.

The normal course of action though, is to obtain the marriage certificate of Charles parents. The birth certificate reveals the all important maiden name of the mother which then enables two separate entries to be found in the marriage index where the registration reference is the same. So it would be something like the following made up entry.

Mar 1861 John Smith Haslingden 8e 867
Mar 1861 Mary Jones Haslingden 8e 867

Of course there are other sources that should be consulted wherever possible. However it can be difficult for those living overseas, as not all records are on-line.
Other sources would include Census returns, newspapers, Wills, various websites etc

For those living in the USA who have access to a Mormon Family History Centre I believe they can order microfilmed records of other countries for you to peruse on their premises. I know the ones here in England operate that way and when (albeit a couple or three years ago) I was in the one locally I was reliably informed the same applied to other countries.
