Lancashire County Council
My question is why do we need Hyndburn Borough Council when we have Lancashire County Council?
Or why do we need Lancashire County Council when we have Hyndburn Borough Council? It looks to me like extra Councillors for nothing. Having both must cost us council tax payers more money. |

Theoretically, you don't need the two tiers. Blackburn with Darwen is a unitary authority and as far as I understand (I may be wrong) they don't answer to Lancashire County Council.
Lancs CC manage things across the county like schools, fire service, libraries, ambulances, etc that are better managed centrally and HBC manage local things that are unique to Hyndburn like parks, roads, police, etc. In theory any borough council could become a unitary authority and separate itself from the county council but they would have to prove that they were capable of managing all those things alone - can you honestly see HBC being able to prove that they were capable? |

Lancashire CC is becoming more and more unpopular all the time. Blackburn and Blackpool have already broken off and Preston are due to break off and form a unitary authority with Chorley and South Ribble called 'Greater Preston'.

I haven't given much thought to the two councils before, though wouldn't like HBC to handle everything, dont think ther're doing a great job at the moment, streets still filthy etc.

If I'm reading that correctly a residential area shouldn't even get to stage D let alone be cleaned up by HBC within the hour! Don't make me laugh. Every time I complain about the mess the bin men leave behind it takes days before anything is done and the rubbish spreads further and further.

I've had a look on HBC site and it's been posted on there. There were six seats up for grabs in the County elections (not five like I said on an earlier thread) and they all went to Labour. I think that means no change because I think they were all Labour before hand.

I can't understand how we can have a Tory run HBC when Labour got the MP and all the LCC seats.
