That's a complete fallacy. The laws of the land, including the race relations act, are applicable to everyone.

Here are two examples of people being convicted of inciting racial hatred, neither of whom are white, and there are plenty more, if you care to search.

There is a perception that asian's get away with things whites don't. Look at cars they drive with 4 kids in the back parked on yellow lines etc

my friend is a is a sergant in darwen police few months back he pulled an asian guy up for doing 70 miles hr down a one way street the wrong way .it was also a 30 miles hr zone .the lad got out and said you have only pulled me up because of my colour .

I'd just like to know if what you claim is statistically accurate or just what you perceive to be the case due to reports in the media which after all have to be sensational enough to sell newspapers. I don't believe we should stereotype people. I once met an American who thought all English people stopped working at 4pm and had cups of tea and cucumber sandwiches! :D
