Apparently they sell them at car boot sales according to the police - but I wouldn't put it past people pinching them for their own gardens. A decent hydrangea bush can set you back a bit, and acers aren't cheap.

Roses? Maybe I should be letting my thorn bush grow wild again! That was quite a vicious brute in its heyday.
