i dont think the sound of a capri being reved is any different than any other car being reved, if you havnt been doing what the council are saying then its up to the council to proove your reving your car, otherwise i dont think they can give you an asbo on someone elses say so,

Thought it was the courts who gave ASBO's not the council.

I dont know who gives out the asbo's, i dont know anyone who has one, i suppose it would be the council who gathers the evidence for the courts to issue the asbo, but i could be wrong

Believe me it is the courts, and they would need more than a neighbours say so, they would have to warn you first, unless you are unlucky enough to live in a place where ASBO's are handed out for nothing so to speak.
