According to the council, it will be finished in time for the Mela in August, but they'll be cutting it fine.

True, it was his job but even so it's nice to show appreciation for the work he's done. It was a long drawn out process and he's had a lot of hassle along the way from people not wanting it and from people wanting it - so yes, he deserves a bit of credit for getting it completed.
