Covert operators are used by most Police & Military as part of riot/crowd control, they mix with the public to pick up intelligence & mark out the players (ring leaders). This information is then relayed to Uniform units to enable them to come in & make a "snatch", thereby getting the agitators away from the sheep which prevents escalation & helps to keep the situation manageable & not riotous as has been seen in recent events due to lack of covert operators.

Happen he felt guilty when he saw things from the other side.

It wouldnt make no difference to other officers, why would it?

But who's to say when its the right time to tell?
