How on earth did he manage that???? I know the gutter press aren't that fussy who they employ...but Cmon a journo?...He who has no idea that a new sentence starts with a capital letter......ends with a full stop and usually has other punctuation marks interspersed to make the text sensible to read. Maybe he just stood on the street corner and sold the red top rags.

I think for a small number of people the bill will have a larger impact. Housing reforms particularly London, mayors of the 10 cities. As far as Hyndburn is concerned I cannot see any big changes or opportunities.
