I use Brookside most days and love it , I'll be there tonight to show my support.

This is a reply I had from Graham Jones MP

Graham has received a number of complaints about this issue and has taken it up with the council and the Environment Agency. We were told yesterday by the Environment Agency that they are very much aware of the problem and that it has high priority. They also said that this is a multi-agency issue as Hyndburn Borough Council and Lancashire County Council are also involved. We are to receive an update this week and as soon as we do I’ll email a copy to you.

An update, in case you haven't been watching it on Facebook.

The firm who dumped it are Blakeleys Waste Management in Wigan.
There had been a fly plague there and Wigan council ordered them to shift some waste before the end of July.
They did - to us.
Blakeleys claim that the owner of the old Cockers site assured them that permission to accept the waste was in place.

A meeting will be held tonight at the pub on Thwaites Rd where the Enviro Health people will answer questions.

Probe over fly infestation

http://www.wigantoday.net/webimage/1...1998774938.jpg Hindley Green Business Park

Published on Friday 18 May 2012 12:59

THE Environment Agency has reprimanded a Wigan company after their waste storage operations caused an infestation of flies.

Blakeley’s Waste Management, on the Hindley Green Business Park, is storing compressed rubbish in its unit in breach of the terms of a permit to store paper and plastic waste there.
Other companies with units on the business park and local councillors say this shouldn’t be happening and have complained to Wigan Council, saying that the area around the business park is being plagued by clouds of flies feeding on the waste.
ContiTech, which also operates on the Hindley Green site, claims its canteen has had to be shut on more than one occasion due to the insects, and shifts of workers have also had to be sent home. It reported the issue to the Health and Safety Executive (HSE) and Wigan Council, before the matter was passed to the Environment Agency’s (EA) Environmental Protection team.
The problems began after letting agents permitted Blakeley’s to store bales of dried mixed recyclables (DMR’s), made up of compressed cartons and tins, in the unit, a type of waste it did not have a permit to keep on site.
The Environment Agency (EA) also said there was too much waste being stored at the Hindley Green site after visiting the premises, before ordering the firm to seal the building to prevent odour leakages and preventing more DMRs being delivered until this was done.
Hindley Green councillor Bob Brierley has also written to the authorities over the issue of the storage facility.
He said: “I have received a number of complaints from residents about the flies, which I understand are gathering due to the storage of this waste.
“I don’t see why they can’t just hire wagons to clear the waste away. I am organising the Brunswick fun day in Hindley Green next month, which is in its third year and includes a BBQ, and this work needs to be done before the event.
“This needs to be treated urgently because Hindley Green has run out of fly spray.”
The EA have now served a notice on the firm, giving it until July 31 to clear away the waste in an appropriate manner and put in place measures to minimise odours and deal with the flies. Blakeley’s can appeal, but a pest control firm was reported to be on site.
ContiTech was approached but declined to comment. Blakeley’s had also not replied at the time of going to press.

When the temperature in my lounge topped 80F midweek, I was compelled to take down the blockade against fly entry, in order to hang the exit hose of my air conditioning machine out of the window.

Some flies sneaked in. I was wakened twice in the night with some crawling on me.
Eventually I got a few hours sleep by creating a cocoon for myself with a sheet, leaving only my face exposed, and in front of that I held my tennis racket fly zapper.

Then coincidentally, today's Independant cartoon shows something similar .

I am an ex employee of this company and i took them to court last year and blew the whistle on them disposing of waste without permits and the appropriate licences. Sadley the court failed to understand the significance of the health risk this poses and found it to be entirly proper conduct for them to do this.

But they did find it was in bad faith for me to blow the whistle, becasue they unlawfully deducted my wages when i spoke out against this practice. Even worse the court ruled i would be dismissed anyway because i had a disability, that i hadn't informed my employer about.

I have tried ever since to get the courts to understand how dangerous it is to dispose of waste illegall without the relivant permits, but because i am disabiled they wouldn't listen to me. This was preventable and i am so sorry i failed to prevent it, i did everything i could and I have never given up trying since i took court action last year.

Mr Steven Barron is the logistics manager, the person of whom would have organised the transport of this waste to your town. He is also the only certified person for hazardous waste and his beleif's on what merits hazardous waste does deviate somewhat from what the law says is hazardous. So yes i would be very carefull around the site of this waste, because the company does not like to carry out risk assessment or C.O.S.S.H. following any reports the drivers make of suspisious waste.

I have tried to find what I posted on Facebook but it is like looking for a needle in a haystack.

I do recall that I found two directors with a middle name Dennis, and there were some other Blakeleys with previous involvement in the business.

The private address I found sounded rather 'posh rural'.

Seems rather a rubbish dynastic style run business.

ex employee 28-07-2012 08:40

Re: A plague of flies

Steven Blakeleys is the main director who deals with the business, he is the one who is responsible for making the decissions. Unfortunatly i don't think his family are aware of half what goes on with the business, but I think by now they will be getting a pretty good idea.

Sadley he along with the managers he employs are very good at telling porkies and pulling the wool over peoples eyes, sadley he is driven by money and has very little regard for the consiquences of his actions. I did tell him back in 2010 that putting peoples lives at risk in order to make money, is both unfair and will be his downfall.

congratulations to everyone who managed to catch him in the act, it is almost restoring my faith in the justice system.

Some paperwork found on site shows Feb 2012, but now that it has been discovered that there are buried bales, it may well have been going on for longer.

So what's your stance on the useless one's wanting to take charge?

I would have thought that a calamity such as this would actually have all parties working together to sort this out, after all, if what we read is true, this isn't so much a political cock up as a deliberate and illegal act by some greedy businessmen.

(allegedly).

So if on Wednesday the clean up does begin perhaps a little praise for all involved no matter what their petty allegiances, (I mean parties), may be.

Yes, and until the aftermath when all the Council will be able to discuss the why's and wherefores of this you are no wiser than anyone else and yet you are already laying the blame along your traditional lines.

At the moment your mate seems to have been working hard to resolve the situation, well done him, but probably it will turn out to have been a team effort, Well done to all involved both in public view and behind the scenes, in a very tricky situation...

Oh, and yah boo sucks to the man that just jumps to his own political conclusions, (no matter how faulty his keyboard may be).

I've laughed at many of your comments Jay, somehow though that one was perhaps the nearest you'll come to admitting what you said was wrong both politically and perhap's, (only perhap's because unlike you, I don't know who is to blame), factually.
Maybe that's why it wasn't very funny.

Surely there are regulations for the disposal company to adhere to and checks carried out by the relevant authority.

Prior to this dumping incident, it's been going on for years.

One lodge next to Cocker's used to be luminous orange jelly, that you could run across if you were quick.

When we lived up Stanhill forty years ago, our neighbour always said she knew good weather was coming, if Cocker's stank extra stongly.

i dont know about whos in charge and who isnt but Peter Britcliffe has been extreemly helpfull and put a lot of effort into getting the agencies to move their backsides. Not one to praise politico's but credit where credit is due although he does live pretty close to the site so does have a small interest in it himself.

i dont know if he has to decalre self interest in it at the next council meeting as i dont know the rules :D

Ya Rindi when I was young if you lived up new lane it stank of DDT, and the brook which ran through what we knew as the Swanny was always full of suds and the stones in the brook were the cleanest in the country. Then it became illegal to dump their waste in the brook

Cats are now catching rats in the New Lane area.

Agreed. There'd be more of an outcry if Peter Britcliffe wasn't leading the campaign to get this issue resolved.

Seeing as he's an Oswaldtwistle councillor, and lives just over the fields from where this stuff was dumped.

I also noticed a poster on the front door of the Civic Arts Centre today, offering free fly papers, if anyone needs them.

An update from Facebook - the removal which was promised to start Monday, then was rescheduled for Wednesday, has encountered a problem raised by the site owner.

Blakeleys Waste
Hi everyone

Please see our latest statement below:

Stephen Blakeley, managing director at Blakeley’s Waste Management, said: “Despite receiving approval from Hyndburn Borough Council and the Environment Agency that we can begin to start removing waste from Oswaldtwistle waste site, the land owner Arthur Morgan of AMCIS has unfortunately applied a restriction of access, which prevents us from getting on to the site to start the clearance before 8am. This reduces the time we can operate during the day and will therefore lengthen the time it takes us to remove the bales.

“Also, as at present Arthur Morgan has not yet agreed to allow access to the site for the operation to begin tomorrow. He has requested further information, which has been supplied this afternoon. Despite this he has yet to give permission for Blakeley’s to access the site. Therefore, at present we cannot begin the clearance tomorrow as planned until Mr Morgan removes his objections.”

Why the piggin' hell has land owner Arthur Morgan applied for restricted access, and why is he refusing to give permission for the bales to be removed?

Nevermind tar and feathering.

He should be stripped naked and tied to a stake at the site, after being being rubbed down with some of the lovely clinical waste.

MargaretR 31-07-2012 17:24

Re: A plague of flies

There is a report that men and a digging machine are on the site, and have said that they are working for the land owner.

It looks suspiciously like the landowner wants to dig up something that is there (and likely shouldn't be), before he will let Blakeleys in to remove their bales.

The TCP smell that we remember from the past has returned due to soil disturbance.

This particular Rishton councillor has already been onto it, a couple of complaints from the Southside estate but it's little (if anything) to do with Oswaldtwistle, merely flies and midges rising from the canal and surrounding fields.

Hot weather + heavy showers = plenty of the little buggers.

I've not been over to Nook Lane regarding their issue but I feel for the residents, must be awful right now.
