It seems that in late 2011 or early 2012, Hyndburn Council implemented a new rule without giving it due notice by advertisement in the press. The arrangements for cars parking on residential streets, where kerbstones had been lowered to enable wheelchair access, were changed, and cars previously parked perfectly legally were now judged to be parked illegally, in the opinion of the Council.
It appears that the Council failed to inform residents of the change by erecting signs or notices, and when questioned about this, traffic wardens referred enquirers to the Council's website (probably the traffic section, but they were not 100% sure). One irate driver penalised by a said warden decided not to challenge the penalty, but there was a strong argument in favour of challenging it since it seemed to have had only scant reference on the HBC website, which many people consider to be outside the scope of mainstream viewing. And it is alleged that HBC has a track record of failing to innovate in the area of IT, despite receiving substantial external funding. The 'Accrington Web' forum would provide an ideal opportunity for such changes in regulations to be advertised, but it seems that HBC councillors and staff don't see the benefits. Some more than others, and without mentioning any names, a heavy smoker might utter the word Labour. I think that's about the jist of it. :confused: |

i have no idea if it was in the press or not or if indeed the traffic warden was telling the truth but out of curiosity is putting it in the local press considered enough.Even the two main local papers would only reach a small fraction of the areas population.
im not saying there should be big illuminated billboards notifying people but a bit of wriggle room and understanding from the authorities/wardens over genuine mistakes wouldnt hurt.Theres a big difference between someone parking where it has usually been acceptable to do so and sticking your car on zigzag lines with the hazzards on while you nip to the cash machine |

after all this is a local forum where local issues are discussed and it wouldnt be the first time an account was set up for someone at the council to let us know whats going on.It would be a nice change for it to be done in order to notify the locals of changes that may effect them rather than backstabbing and bitching the opposition |

Lets just say that due to past events I don't think Accrington Web is on Hyndburn Borough Councils Christmas card list.
There is nothing stopping one of the many Councillors on here posting a link to HBC's website with important info on. |
