Who Fines Hyndburn Council?

Today there was an article in the newspaper of someone who left their rubbish out one day early and was fined £1,000.

Today I left my blue box, blue bag and white bag at the front garden gate for recycling collection along with the wheelie bin at the back gate for refuse collection.

The bin was emptied. The box was emptied. The blue sack was emptied. The white sack of paper was not emptied.

I phoned the council. They told me that the newspaper recycling was being collected by a different vehicle and would be collected later today.

This afternoon it was still there. I phoned the council again and they told me it would be treated as a "missed collection" and they would come round specially for it.

It is still there. (4:50pm)

I phoned the council again. Now they tell me it will be collected tomorrow and to leave it where it is.

If I had left it out there too early I would have been fined for littering the pavement.

Who fines the council???

You know the wheelie bin thing still hasn't been introduced in my are yet... proper slackers aren't they!

Let's have an old fashioned mob riot!

pt the rubbish in a box wrap it in birthday wrapping paper attach a bow and a message card to it,leave it outside,it will soon go then.

Re: Who Fines Hyndburn Council?

Latest update - I phoned the council this afternoon. They said if it wasn't gone by 4pm today it would not now be collected until Monday.

It wasn't collected by 4pm so now it is inside my garden wall rather than outside so I cannot be accused of littering the street.

I can see this still being here 2 weeks hence on the next collection day.

Why do the council pay people to lie for them????????

Just be honest and say we will get it next time and everyone will be better off, and less stressed.......

Re: Who Fines Hyndburn Council?

Since we all know that HBC is about as efficient as a chocolate fireguard, why do we even bother to get upset at their continued inefficency?
Because we care about our town, our homes and the quality of our lives. Because we are p*ssed off at being continually ripped off and treated with contempt by local politicians who care nothing for their constituents and eveything for their political careers. Who lie, cheat and even steal to further their ambitions. I am surprised that more people do not complain about the shoddy way in which the borough is managed on our behalf. The sad fact remains however that until more people do complain, loudly and at length, nothing wiil change.

Re: Who Fines Hyndburn Council?

I shall no doubt be phoning them again on Monday, and quite probably Tuesday as well, if necessary.

I didn't mention the plastic bottles which litter the street which the recyclers are too lazy to pick up when they've fallen from a blue sack.

We need to complain more. Let them know how fed up we are with this state of affairs.

This is only the tip of the iceberg which you illustrate so well A-b.

They are collecting rubbish today as well. However for some reason they got everyone elses wheelie bin but mine. My partner has phoned the depot (closed) and even gone round a few streets to see if he can spot them at all. No doubt it will have to sit full to the brim in my yard in this weather for another two weeks.

hehe, I'm liking wekaest links idea. Very true if it was gift wrapped someone would nick it. My boyfriend accidently put his blue box out early, but thats is news to me about being fined for it. Seems that our council tax isn't enough for them.

The super recycling chaps have struck again! Had miles to much beer than was good for us ;) were do we put the beer and pop cans when the blue box is full? We put them into 2 black bin bags next to the blue box after sorting through making sure there was only cans in them. Did they take them? What do you think?

Phoned council today they said this was the appropriate thing to do and to leave them outside my gate they will collect in next couple of days! Why couldn't they have just took them on Saturday! Wonder how much money they cost the council keep having to make return journies? If i get reported off the wardens for littering i won't be held resposible for my actions!!

The council did actually say before Christmas that during the holiday period they would remove excess items of refuse. Instead of which they haven't even removed the normal items!

Of course by now my sack has been rained on so much that the paper inside has gone thoroughky soggy.

Yes but whose council tax will rise to pay the fine? DOH!

WillowTheWhisp 11-01-2005 06:56

Re: Who Fines Hyndburn Council?

A fine would be a drop in the ocean compared to the money this council wastes - but the title wasn't really a serious suggestion more a grumble that we ordinary mortals face a fine for "littering" by leaving bags out on the wrong day and yet the council causes more littering and gets away with it.

It would be impossible for it to blow anywhere Less. It's been rained on so much that the paper inside is a sodden mass and the whole thing weighs a ton. Next thing they'll be complaining that they don't take wet paper.

What's wet paper doing in your Wheelie? Why are'nt you sticking it in the recycling bag like everyone else? I think I'll send a letter to Councillor Britcliffe informing him of this situation.

Acrylic-bob 14-01-2005 10:14

Re: Who Fines Hyndburn Council?

OK, not wishing to be left out, I will add my five-pennorth. Regular readers of my occaisionally less than complimentary opinions, will no doubt recall that unlike the majority of my neighbours I am not deemed suitable to have a wheelie bin and so must make do with storing my rubbish indoors in lurid orange sacks.

The bin men have been and gone this morning, and have taken away my refuse. No problem there, though let's face it folks it is hardly neurosurgery we are discussing here.

The street and grass verges are, however, a blizzard of litter now. There is a bit of a draft in the area this morning and the air is filled with truant luminous orange waste sacks. Presumably my neighbours will now have to resort to black bags in which to store their refuse for the next fortnight. The said black bags will not be collected when the bin men come again, because they are under instructions not to take them away. So they will probably find themselves dumped at the side of the road in a convenient layby or beauty spot. This of course will cause a great deal of nuisance, will attract vermin and will provide encouragement to other people who may be considering fly tipping. The end result is that it will cost 10 to 20 times more to clear the consequences than it would to simply take the bags away in the first place.

The thing that puzzles me is that previous to the change in collection arrangements my neighbours and I provided our own black refuse sacks. Thus costing the council nothing. Since they now insist on only taking refuse in the orange sacks which they provide, it strikes me that the service has become more expensive, not less. And is less effective in keeping the area clean, not more.

The paper isn't in my wheelie bin. The wheelie bin was emptied as normal this week and one day later last week due to the Christmas period. My blue box and my blue bag were emptied last week as they should have been but the white sack containing papers for recycling was not emptied. This has remained outside my garden wall (as per council instructions) ever since then and been rained on so much that the paper inside is now a total sodden mess. Each day the council have informed me that without fail that day it would be dealt with. We have been away from home yesterday and today, just got back tonight and wonder of wonders the wretched thing is still there.

Neighbours across the road have the orange sacks like yours A-b due to various objections by the bin men to going down the back street there. I saw bags of various colours piled at the kerbside on Wednesday and I'm sure they were all collected. How come they'll do it in one area and not another? It wouldn't be so bad if they were at least consistent.

That's the Third Commandment of local government -

Hmmm, This might be amusing. What, do you suppose, are the other 9 commandments of Local Government? Suggestions please!

I don't know about the other nine but number eleven would be:-

All of the above are subject to change without notice any-one wishing to enquire as to what the changes will be will be fobbed off with some vague excuse for why there is a need for change. Those foolish enough to demand to pray to a higher authority will be put on hold for a minimum of 40 days & 40 nights, finally put through to another department & told that there will be no change, ( the department they are put through to will be the finance department & the change they are talking about is for any money owed to you for over payment of Council Tax).

Hi Willow

Ref post no 53,

Sorry, not computer literate enough to outline the post, as others do.

Perhaps the 'sodden mess' can become a' papier mache' model of our beloved
leader Mr Britcliffe??

I'm sure there must be someone out there that can do it??

From what I've seen, perhaps Black Knight, or, if not, surely she will know someone??

Oh what a shame they finally collected it yesterday or I could have had a go at that.

It did amuse me that they couldn't actually empty the sack and had to take the whole thing and give me a new one.

It's now recycling day again and I'm all agog to see what they leave behind this time.

And just to round things off nicely. The recycling men have been again today - normal collection day.

They removed the newspapers, the plastic bottles and almost all of the contents of the blue box.

Should I phone and get them to come back for what they left? ;)
