Why do the Police do such stupid things as banging on his door at 4am and arresting him. Would it not have been more sensible to pop into his shop in the morning for a chat?

I dont know much about this stuff, but what is a citizens arrest? Or does that have to be a crime upon a person? Or does it not exist anymore?
