Phoenix Project
Anyone any news of this Phoenix Project. The one were they are going to demolish Rutland st and the bottom end of londsdale st. Its all well and good doing all these houses up, but if u put the same kind of people in the houses they are just going to wreck them again, this day and age I cannt belive how many people have NO self pride for their homes and familys. Landlords need to clamp down on peole too, in Bolton you can get a £50 fine on the spot if your garden in a real mess. Some of the houses om Lonsdale st are just ****e,,,, no other word comes to mind !!!! If you cannt clean your house well then SOD OFF !!! People round here dont want to loose money on their houses cause of ur attitude towards ur LACK of lifestyles CLEAN UP OR SHIP OUT !!!! :( :(

The area isn't strictly Springhill after the bridge, but what you say applies anywhere. I wish I new when the project was starting, seems to have been going on for ages doesn't it? Some people connect low income with undesirable properties, but this is a very biased attitude. Lack of income doesn't mean lack of pride! And homeowners in certain instances can be as guilty of this lack as tenants. Regarding landlords, it seems to be mainly the small private concerns who are guilty of lack of neighbourhood concern, as long as they are getting their rent regularly! though there are a couple of major ones who leave a lot to be desired. Again - if the cap fits......... Also,quite personally, I hate having to walk up there at night, but have no other option. the bridge in particular needs permanent lighting. Plus the pigeon muck there is disgusting. |

Not sure, but I think SPACE have bought up some of the properties that are remaining in the Phoenix Project, and they are pretty quick to deal with neighbour nuisance and people who don't look after their properties.
Also the Springhill Network Group has been in communication with a few reputable landlords (this includes Magenta & Atlas) who have properties in the Springhill area, and they are now vetting their prospective tenants more carefully, using information from the group during this process. A few people have been turned down recently due to this idea. It's similar to what the council are now doing. |

Standing up and saying things is one thing. don't actually agree with the way the first post was made). Saying them in the correct manner is better. Actually getting up and doing something is better still! Luckily we now seem to have a few more of these people in Springhill.

Anne and me used to live in rutland street no 2 very eventfull street it was too
started with a BIG fight at the top of rutland st papers could it the street of terror then me and a friend found a new born baby there it was called alice in the paper then i was shot as i went to the shop . great street rutland street ;D ;D |

I wrote to the MP's asking about the Phoenix project heres the repliy :Thanks for your enquiry, I have been asked to reply to you about the current
situation. Exchange Street is in Hyndburn's Housing Market Renewal Pathfinder area. For more details on the Market Renewal Pathfinder initiative please see the Office of the Deputy Prime Minister's website www.odpm.gov.uk . The name of the Pathfinder is Elevate East Lancashire and covers five district councils, unfortunately the Council's webpages on Market Renewal are currently being put together and won't be available until March. As part of the Market Renewal Pathfinder the residents of Springhill area will be invited to attend a Community Workshop to discuss the areas strength and weaknesses and help draw-up an action plan using the Pathfinder's funding. The proposed date for the workshop is 4 to 8 p.m. 18th February, at Springhill Primary School, Exchange Street. Exchange Street is in Springhill and is not in any current Council initiative for intervention. Charter Street is in the Scaitcliffe area that has been part of an improvement programme for some time, the bulk of the improvement being carried out in the Higher Antley Street district. It is not the intention of the Council to extend Project Phoenix into Springhill or Charter St. but it already affects Lonsdale Street to the North of the railway and the whole of Rutland St. Project Phoenix is the name for a clearance area that will see the demolition of the houses between Rutland Street and Newark St. and between the railway down to Blackburn Road. The cleared site is to be used for a new medical centre that will serve the district and some additional new housing (for the elderly for example). As to taking action against home owners who choose to damage their own homes the Council can do little other than ensure there is no danger to the public. If a tenant damages a rented property that is for the landlord to resolve, again the Council has few powers to take enforcement action. A proposal in the Housing Bill that might become law this year will empower Councils to licence landlords in certain areas, not all, currently Hyndburn is developing such a scheme. If a person is acting anti-socially, behaviour orders can be served on individuals to force them to modify their behaviour as well as sanctions to curtail excessive noise etc. I hope this answers your questions please get back if you require any more information. Pheew...Sounds like maybe something will be done....but all in the terms of maybe, in the future, will see it being done etc., etc.,
What will actually happen remains to be seen. The real problems are "People", those that care and those that don't care. Instead of clearance schemes there should be improvement schemes where the old stone terrace houses are ripped apart inside, maybe 2 joined into becoming one, and the roofs replaced and everything fully insulated. There's nothing wrong with the old stone terraced houses at least they have decent foundations. As for area improvement, maybe they could demolish a few houses on each street, and put decent garages and play areas there. Parking is one of the worst problems today, and real planning for it is a must. I'm sure many mean well, but once again I'm afraid that the money will be frittered away on Bureaucracy, studies, and committees that cost a fortune, and nothing (apart from demolition) will be achieved. So basically we are no wiser then about Project Phoenix. We haven't been given any information there that we haven't already been told.
Commencement already seems to be behind schedule, but that's not unusual. SPACE have already been doing up a lot of terraced houses in the Woodnook area from what I can gather. What the long term effects of this project will be remains to be seen. |

wot about the pathfinder project?, did you happen to go cazzer/ the basic sheme is to build new houses with a green infront of them, they want to introduce more green into the area, i said, why did they build the new school & take the green away? they said that the old s/hill school was too expensive to run// well? wot do you all think ?

:rose8: I came home to Accy for christmas and took my wife up to Richmond rd where I used to live many moons ago, I could not belive what a dump it is, I know it was mainly council when I lived up there but the best way to look at now would be through a Hinekel bomb sight.

I hope money is availiable for properties after the bridge, streets like elizabeth St., spring st. and spring hill road are on the way down fast.
It must be one of the last wards in the area yet to receive goverment funding. |

It's not only the residents or tenants who make an area run down. Some private landlords simply do not keep up repairs on the property even though they are responsible. The house next to mine is in a terrible state and of course that reflects on the value of my property.
Another one of my pet moans is the litter in the streets. Funny how it's always worse on the day the wheelie bins are emptied. It isn't rubbish people have dropped or thrown into the streets, it's rubbish which the bin men have dropped from the wagon when emptying the bins. We've even had whole black bin bags wandering down the road spilling their contents hither and yon. There's less of a mess on Whinney Hill tip than there is round here at times. :s_mad: |

I have just received this letter from HYNDBURN FIRST
PROJECT PHOENIX/HOUSING MARKET RENEWAL IN WEST ACCRINGTON I am writing on behalf of Hyndburn Bourough Council to confirm latest progress in connection with the Project Phoenix scheme and other Housing Market Renewal issues in West Accrington. The Council has now purchased more than 55 properties in the Project Phoenix area between Star Street and Leyland Street south of Blackburn Road. Terms are agreed for the purchase of another 20 properties. As a result the council is this week commencing the first demolition contract in the area. This will involve the demolition of three commercial properties, formerley occupied by Longsdale Street gararge, Sandy Panels and Rutland Street Garage. The Council will not commence the demolition of any residential properties until all houses in the relevant terrace have been vacated. I appreciate the difficult living conditions experienced by residents in the immediate vicinity. The Council has asked our Neighbourhood Wardens and Accrington Police to increase the frequency of their visits during coming months. We have also asked the Council's cleansing team to remove refuse dumped in the neighbourhood. The council wishes to continue to purchase available properties in the Project Phoenix area with a view to the rented housing development by SPACE New Living starting in spring 2005 There will be a meeting of the West Accrington Residents Association at 7.30pm on Thursday 12 August 2004 when there will be an opportunity to discuss progress on the Project Phoenix scheme as well as a number of other Housing Market Renewal initiatives in west Accrington including Neighbourhood Management. just been reading up on what has already been written on this thread, YES i for one do agree with mark in accy as to his way of thinking, i for one would love to be able to finish doing my gardens to the way i like thembut, i have been badgering the so called h.b.c. for a new fence for the past 12months alas! to no avail they say they have run out of money, i have even offered to replace the fencing myself , if they would help me pay for some of it , the answer is, yes by all means replace the fencing ! NO WE HAVE NO MONEY so we will not help you, so mark wot am i expected to do , ive priced up this week to do the job with my sons help & it will cost at least £150 , when the council came to look at the fence 2yrs ago the price i was quoted was £ 500 at least, " WHY" says i " couse we have to contract the work out" i rest my case // wasted money ?

WELL// ive heard it all now/ some one in my home NOT ME, had blocked my sink up last nite whilst i was out, it has taken me a number of hours & lots of kettle boiling to free it, (at last) then just had a lad from council to check that my work top had been fitted (3months ago ) so i told him over the sink, his reply was , " it will cost you £ 55 to unblock it",im now left speachless/ dont go cheering less /

Hyndburn Council were forced to put this high profile regeneration scheme on the back-boiler after it was rocked by a funding crisis (FUNDING! CRISIS! Hm, seems to be a subject which keeps rearing its ugly head, eh?
According to yesterdays papers, £820,000 has been secured from English Partnerships, a national regeneration company, to help get the scheme back on track! Plans to buy homes in West Accrington for demolition were put on hold when the North West Development Agency, known as NWDA, pulled £600,000 out of Project Phoenix, leaving the residents wondering what on earth would be happening. Apparently if you live in that area, you get offered £30,000 relocation grants. Some residents have already moved, but more than 100 homes have remained unpurchased so any plans the owners had, went "out of the window". Now they can, hopefully, start planning again. Good luck to them, I would HATE to HAVE to move home, eh? |

This shop has been going from 1944 its a little hardware shop on Blackburn rd
its not much to look at but you can get anything there from a DOLLY BLUE to a METAL GARDEN RIDDLE and its allways cheap . This is one of the shops comming down under the PROJECT PHENIX its a shame really the guy who runs it says when they buy it then he will retire he has had enough. |

Well, I paid a visit on Tuesday morning. My God! It's just like stepping back into the 1950's. The shop is tiny and to say that it is cluttered would be an understatement. How he has managed to keep going is beyond me. No Dolly Blue though.

That master of Hubris, Nigel Rix, the Director of Hyndburn First, the regeneration arm of Hyndburn Borough Council and the body charged with implementing "Project Phoenix". Stood up in front of the assembled Council last week and calmly delivered himself of the following announcement...
"On the basis of current cost estimates, taking into account inflation in house prices over the last twelve months, it is still likely the council will face a funding shortfall of approximately £500,000 towards the end of the next financial year" So it seems that this Phoenix is doomed never to rise from the ashes. And was there even one word of criticism for Rix from our assembled Borough Councillors? What do you think! There was criticism from the Chairman of the Residents Association, as you might expect. Who observed that millions of pounds of Government money had come into Hyndburn over the last three or four years and most of it has been spent on salaries or consultants. Rix's response: "Have you seen the Sure Start Centre? Have you looked at the Globe Centre which provided new jobs? About £1.5 million has been put into buying and knocking down homes, and that's not gone on salaries and consultants." As I said, he is a master of Hubris. And as such, is incapable of admitting that he hasn't got a clue what he is doing, where this project is going or why he should resign. It is up to the people of Hyndburn, whose lives and futures he is ruining, to enlighten him. |
