To me it reads as...
The club has to be self funding, but isn't near that at the moment.
The club has to show the EFL that it won't go under before the end of next season, or it won't be allowed to start the season.
Andy Holt has therefore stood in as guarantor for the club, hence the £250,000 'bond'.
The club therefore starts at -£250,000, but will go into the positive with the arrival of TV, sponsorship, etc money. Plus money it already holds I would think.
The Andy Holt money is really a contingency fund.
I could be wrong, but that's how I understand it. The statement is pretty poorly written, which doesn't help.

It seems that £500k loss for the season is normal, but the Liverpool game covered this for the current season to help break even. A budgeted 3250k a week loss is a tightening of belts without a good cup draw or player sales.

In the absence of any information about next years season tickets and the clubs apathy about disrespect for fans of the Accrington Stanley, I'm looking at buying a season ticket for Burnley next year......at least you know what your getting with Burnley ....."our Chairman's not the only one that can throw his toys out of the pram!""

Tough season ends in safety. But on here it’s moan, moan, moan.
What’s the big issue about season tickets! The next campaign doesn’t start for three months and the details will be out soon enough.
Heh, the answer is dead simple.
If these grumbles are held by many, why don’t thry organise a fans’ buy-out of the club.

As AccyMad says, it feels less and less like 'Our Club' and I know plenty of other fans of other Clubs would say the same and we have been spoiled.
And as Crown Grounder has pointed out, our owner does not have a monopoly on throwing tantrums.
There are other things also.
Top and bottom is Stanley is not the place it used to be, but then neither is the world and neither am I
