It's probably written into the procedures they must take. If they used common sense and something went wrong, they might get sued or whatever.

Publishing this incident has provided yet another way for scallywags, criminals and their parents to get away with flouting the law. And the spiral continues...

I dont know much about this stuff, but what is a citizens arrest? Or does that have to be a crime upon a person? Or does it not exist anymore?
