I know if the fine is paid HBC get the money, if it goes to court then HBC dont get the money. Not sure who does when the court issues the fine, them I suppose, whoever them are.

I find it hard to believe that HBC would use non licensed waste carriers to take away waste for them. Someone must be pulling your chain.

Damned if they do damned if they don't is something I have been saying for years about HBC. If those that should don't, then someone else ends up trying to sort the problem out.

I actually feel a little sorry for HBC. I suspect this course of action by them is an attempt by the Council to deal with a problem that really should be dealt with by the police.

This thread has started to get personal between members and that is not acceptable.
I have no problem with the thread moaning about the council and there actions/policies and to a point councilors...

Is the no alcohol zone, or whatever its called, still enforceable in the town centre or are the signs just meaningless and not enforceable like many other sign HBC use to try and make people be good?...

Its all part of the new way to police problems. If you cant be bothered enforcing/using the laws and rules we already have then make up some more.

A bit like the new 20mph zones that I am in...

You are right, its not a political issue, just a lack of common sense and disregard for the decent visitors to town to try and make a quick fix.

Being a sad individual I have just been reading the Licensing Act 1902 and there are several sections that could be used by the police to sort out this problem.

I agree it is a very old problem not sorted out by the last lot or the ones before them and before them. I still think its a lack of the police using the laws available to deal with them.

Thats an excellent point.

So HBC get £2 million pounds and tart up the town - good luck to them as well - then what?

If they cant sort out minor issues like a few drunks causing problems then...

I was not thinking about my garden, I know many areas in Hyndburn crying out for benches ( and bins but thats another story )

My guess is that the officers involved will be cursing the Councillors responsible for releasing the story. These big bids can be hard to get and failure often ends up...
