I will keep this as brief as possible..

bringing it forward again to tonight and she told landlord that the bill for the plumber would be coming out of rent and he has went mental and told her she is in breach of contract?!!
now throughout all of this she has paid her rent in full regardless of hot water and central heating.
regarding the contract that was signed it was a photocopy of one from someone else and I doubt very much is worth the paper it was copied on..
and that they are coming out to see her tomorrow night..now I will obviously will be there too but I would like to know exactly the ins and outs of who is in the wrong and who isnt..

all information will be very much appreciated.

Write to Graham Jones MP and include as much information and copies of documentation as you can. Cracking down on private landlords is one of his aims and any ammunition could move us one step closer to blanket legislation to stamp this out.

In the short term it should at least put the fear into your sister's landlord.
