landlord advice/rules needed asap.

right here goes,
if anyone is in the know regarding landlord rules then please post/advise
I will keep this as brief as possible..

my sister is currently renting a house privately just now in clayton and for the past 10 weeks herself and her children have had no hot water or central heating despite contacting landlord and being told a plumber was coming out ( I have reservations about the gas safe certificate being legit as no real plumber would have passed her system safe and I am certain certificates shouldnt be photocopys) -she eventually got her own (thanks!) and despite all things good she still was without hot water and heating, now she was told numerous times by landlord that the boiler had been ordered ( I know how long it takes to order a boiler and parts) - fast forward 7 odd weeks and the very nice plumber (thanks again) came out and replaced a part to give her the hot water and heating she and her family desperately needed..
bringing it forward again to tonight and she told landlord that the bill for the plumber would be coming out of rent and he has went mental and told her she is in breach of contract?!!
now throughout all of this she has paid her rent in full regardless of hot water and central heating.
regarding the contract that was signed it was a photocopy of one from someone else and I doubt very much is worth the paper it was copied on..
and that they are coming out to see her tomorrow night..now I will obviously will be there too but I would like to know exactly the ins and outs of who is in the wrong and who isnt..

tell her to contact Citizens Advice G.G. i prefer them to asking the council housing.

When I had problems with this sort of thing I contacted HSe in Preston. They sent somebody out and followed it up with the landlord.

she has already contacted them who passed her deatils to environmental health have both opened a case for her.

thanks for that, but although it is to do with gas its not as much on this occasion, I want to know about a tennants rights regarding this type of situation and the landlords rights..

Good hope she gets a result, quite a few bad private landlords about it seems, been n incident this week wi a family member, which was resolved only this morning, using means ya shouldn't really.

Write to Graham Jones MP and include as much information and copies of documentation as you can. Cracking down on private landlords is one of his aims and any ammunition could move us one step closer to blanket legislation to stamp this out.

In the short term it should at least put the fear into your sister's landlord.
