Shop Fronts ?

Just wondered if anyone can enlighten me on these Planning Applications from HBC. Are more than this:


11/10/0420 Advertisement Application: Display of 2 24/09/2010
externally illuminated fascia signs to include
2 trough lights to the top of each sign
410 412 Blackburn Road
Accrington.
Hyndburn Borough Council


11/10/0425 Full: Installation of new shop fronts and 24/09/2010
new windows including improvements to
facade, paving works to frontage and tree
planting
398 - 412 Blackburn Road
Accrington.

Hyndburn Borough Council


Are they the landlords of these shops ?
Are they occupied already or hoping to attract tenants ?

Just wondered if they were working on a scheme (like Southampton ?) where instead of borded up shops, the council have tidied up the frontage and put 'displays' in the window to make a road look more attractive and in turn will attract.

Looked on google maps - the part of Blackburn Rd they refer to is opposite the health centre at Antley

Tree planting
..at least it will stop the parking on the pavement that Mick highlights there.

Aren't they all occupied ?

I was wondering if it could have been the latter suggestion ... 'think' they have talked about doing this scheme ... would have made a great debate. LOL.

So would bollards and railings.
Made of concrete other wise they would get nicked.

I trust that the trees to be planted will be more than young saplings; they will have to be reasonably mature otherwise they'll just get snapped by the local yobbos.

I noticed last week that the wall by Acorn Park (on Blackburn Road) has not been reinstated and some cheap metal railings have been put in it's place. A pretty pathetic performance by those in charge of the planning department, I think.
