If council can't do anything then ask them for the number for the enviromental gang.

The council will do it for you they will be there about 2 mins and spray the wasps then charge you £20 .
Not sure about bees though as the only way to shift bees is for someone to come and take the queen away .

I understood that pest control removal had been made free by the great leader of our glorious council P. Britcliffe, P.E.S.T. Hons. Apparently rats are treated for free, suggest wasps are same. Look under Hyndburn council & then under enviromental services. If they mention charges then point out above as it came from a councellor in Clayton. Make sure they are wasps though as bees are protected & you will need to contact a registered beekeper-try RSPCA for contacts.
