3- babies cry, naturally, and flat dwellers need to take care with noise levels.

Do you really think the councel care that much about it?

The only thing that would be a problem in my opinion is the lift idea, which is easily solved by well maintained lifts.

The noise would be just as bad in a row of terraced houses.

Maybe we could build bungalows then for the old people and the teenage pregnant girls.

I dont really think the councel really think into much depth about what people really want, as long as they are housed and not a statistic adding to homelessness.

Not like they dont manipulate that aswell though.

Sound travels through floors and ceilings in flats a lot more than it does through the walls of terraced houses.

I have reason to disagree with that. When I lived on Barnes St Church the walls dividing houses were not cavity walls and I got more noise disturbance there than I do here.
That is something to ask about if you ever are contemplating buying a terraced house.
Here the flats are occupied by singles and if there is noise they dont mind being told, and take heed. There are always headphones :) - ideal for a quiet life with your own sounds.

Hyndburn Homes have a housing policy just as the council did - they do not want unhappy tenants any more than the tenants want to be unhappy. That is why some types of housing are designated for disabled and elderly and some for families. They have more sense than you credit them with.

We have some nice solid walls in our houses here. I never hear a baby cry but I do hear music in the bathroom. A friend of mine who lived in a flat could hear every footstep of the woman upstairs. I suppose it generally depends on how well built the building is.

Precicely that Willow. In Blackburn there are some single person flats that are converted semi detatched houses - glad the one I live in isnt!!

I often hear my neighbours on both sides, but I am lucky to have a really good private landlord and I am staying put ! I don't mess him about with the rent and I keep the place relatively tidy and he makes sure any repairs are done on time and done properly . It's shame there aren't more like him .

It did say nationally that they have to build more council homes.

Up here property and rent is a lot cheaper. Down in London where I lived 5 years ago I was paying £750 monthly for a 1 bed flat.
To buy a terrace it would have cost £140,000. Down there and when I moved to Oxford All me and my wife could afford was council accommodation (I was and am, earning and in the civil service, but the government pay means in most areas accommodation is unaffordable).

maybe the council are gonna build more houses as well is because people cant afford to buy houses these days, so they have to rent! thats why there is more people on the list!

Thats been said already, though I think it is the obvious purpose really. They wont just be doing it for pregnant teens as they can be moved around from hostel to hostel because there are mother and baby/child ones and unfortunatly alot do end up doing that.

Yeh margaret aswell thats why I mentioned the noise of terraced houses. ours doesnt have the cavity thing ither and its just echoes everything through and my neighbours have dogs that bark all the time.

Luckily we're on a corner so its just noise from one side of neighbours though!

The council won't build anymore houses for the simple reason they don't do council houses anymore.

Social housing is built by the various housing associations and don't Hynburn council currently have a block on building new houses, preferring instead for the HA's to renovate/convert old housing ?

When people refer to council housing I think they are actually referring to the various housing associations. I know we always refer to association houses as 'council houses' where we live.
