From the way that Mick described her behaviour (as a witness to it), I think she may well be displaying the personality changes which accompany Altzheimers disease.
Being argumentative and delusions of persecution, are both early signs.
I saw these changes in my father in his mid 60s. He did not die until his 80s,and of other causes, but by that time his Altzheimers was fully developed and he did not know who I was.
I still think that a fine was in order, but her behaviour then and since may alert her family to consider her mental health.

I agree with prevoius postings that the take away's should be targeted and if a piece of wrapping carrying the name of such as Burger King or Mc Donalds found in the street constituted a litter offence and a fine for every piece found carried a fine.....that would earn more money for the council than a mere fag end.

I do mean a fine for the company and not the individual.

I would hazzard a guess that more of this litter is dumped on the streets in one week that fag ends in one year.
Why on earth should the company be held liable for a person's litter, although I do know that Maccies clear on a regular basis.

Do we extend this to every single business that sells something? Shall we target everywhere that sells ice lollies coz people drop the wrappers, or any any shop that sells something where the purchaser takes an item out of a bag and discards it once out of the shop?

Litter is the individual person's responsibility.

Are you suggesting the firm trawl the town looking for their empties?

Just to clear this up the wardens where on Broadway not just to fine anyone that dropped a cigarette ends but any kind of rubbish being dropped.
she was not targeted as she claims if she had not dropped the cigarette end she would not have got the fine simple

Because if it's fly tipped, you've either done it yourself, or not got a reputable person to deal with it.

Once delivered to you it becomes your property and your responsibility. In the same way as the wrappers you buy your take away food in.

Then why not a caution that the yobs get........or would this action be seen as favouratism as she is a pensioner.:confused:

She did it, she should hold her hands up to it and stop pleading the age card.

There is a poll on the Obby website at the moment, about whether pensioners should be fined for dropping a ciggy butt.

At the moment 80 percent say yes.

Yes I am saying she was a soft target.
The council seem to pluck bye-laws out of the air to add to the coffers...should a caution not have been given bye-law status right from the off?
We get many councillors on here blowing in the wind on several subjects but intead of talking about issues concerning the individual they prefer to slag off the opposition on how many christmas cards were delivered and who delivered them.....pathetic

So you are saying that if this oap hadn't been an oap, she wouldn't have been issued with a fine? Twaddle. A law is a law and should be upheld whatever someone's age.

What would you say if she dumped fag ends on your doorstep? Or if she let her dog poo there? Should she be exempt from that too? Ok you don't live over here but you get my point. :D

As regards people doing a lot worse and getting away with it. We know that. That is a totally different issue.

A law is a law for everyone, not just people who don't draw pensions.
