About time too, I've seen several instances where a families tax credits award is greater than my annual wage! Unless there are exceptional circumstances, eg you had 2 kids and then had a set of triplets I think that's the way forward. Too many kids think that a life on benefits is an acceptable career choice, time for a change!

Should be capped at 2 or maybe 3, contraceptives are free of charge so there's no excuse (although they're not 100% effective) why after 2nd or 3rd child you shouldnt provide fully for the child instead of bleeding government coffers dry. If you're gonna breed'em you feed'em. But one massive loophole that should be closed which would save millions, stop paying child tax credits to parents who's children aren't even living in the UK.

I agree - any change in the law needs civil servants to implement it.
The standard way to avoid that is to pay an enormous sum to some computer software company to design a programme to do it - which has turned out to be an expensive disaster too many times.
