big bumps on the coppice...?
although it seems everyone is against this idea the council are going ahead regardless of the local opinion on this matter
i know its been mentioned here already but arnt the council answerable to anyone as it seem people here are mostly against it..? i read they have applied for planning permission if there is a petition out there for the refusal of this planning permission i will gladly sighn it if they go ahead with it whos up for helping me did it up lol :D |

Planning objections would be for disturbing the wildlife, though this panopticon is meant to encourage people up the Coppice and I suspect Mid Pennine Arts hav`nt planned for any additional car parking. Avenue Parade is already full and the pull in off the bypass is next to a very steep path that is totally unsuitable for disabled access.
Anyway, I thought the Coppice was given to the people of Accrington not to Mid Pennine Arts for their own personal use. Talking to Gayle Knights dad, he told me that the scheme also includes funding for upgrades of paths and upkeep of the artwork, but who will be checking these? I`m bloody sure Mid Pennine Arts won`t be.... |

there was an article in the observer by councillor dave prkins i think he is called about clamping down on planning permission and not allowing retrospective permission to those who build then apply later. if the council do ignore public opinion and go ahead would they not be as bad as everyone else, if they do erect these monstrosities then lets all do the same in our front gardens without the planning permision

The Spokesperson for MPAA says that out of the people who have contacted them the majority are in favour of the panopticon, so quite clearly we need to be contacting them too and letting them know that there are plenty of us who do not want the thing.

The MPAA claim that two thirds of the population of Hyndburn want one on the Coppice. We need to let them know that whoever they spoke to they didn't speak to a cross section of the public here. Presumably most of the people who like the idea have contacted MPAA so those of us who DON'T like the idea also need to contact them direct to redress the balance.

Oooh how cynical Lettie! You'll be saying that the public exhibition was made deliberately low key so that they would only get opinions from people who were in favour of the idea, next. Or that Nick Hunt and Gayle Knight are pretentious t*ats with their heads so far up their ar*es that they can see their back teeth. Or that they really don't give a t*ss about the Coppice or the opinions of the people who will have to live with their hare brained schemes as long as they still keep getting their fat pay cheques and don't have to do a Real Job. :D

Thank you for your comments, we will include them in our consultation. All comments are considered and you have some very valid points about security which we will be raising ourselves. Obviously, we appreciate that not all art is to everyone’s taste but to answer some of your questions. The design that has been chosen has been specifically chosen because the steering group believe it will enhance the natural beauty. Although it is man made it is made by reclaiming earth, hopefully from other areas of the town. The designer has employed an ecologist to work with him to ensure that wildlife is not only protected during the process but nurtured afterwards. In Rossendale, they have just unveiled plans for the Top O’Slate. This is the area that has accepted the Halo design (previously rejected by Hyndburn). They are going to spend a further £165,000 on reclaiming the derelict land around it, ensuring that paths to the top have disabled access and planting trees and bulbs to encourage wildlife. Hyndburn could have similar investment for the Coppice. Plans are already taking shape to develop some of the pathways up to the Coppice from Arden Hall, there are more in the pipeline. How many disabled folk could manage wheeling themselves to the top of Avenue Parade without having to summon an ambulance, let alone getting to the top of the Coppice? |

And another thing... just who is this "they" who are going to spend £165,000 on reclamation. Rossendale council? We cannot expect HBC to do anything similar, they cannot even afford to take the Christmas lights down.

Ha ha we have a reply !We are confident that there will be further investment based on what has happened in other areas. If there isn’t, responsibility for maintaining the site will rest with Hyndburn Borough Council. They are currently responsible for maintaining the site so that would not change anything.

From your second reply Tinkerbelle it seems that since maintenance will rest, as expected, with HBC. Nothing will be done because there will always be something else to spend the money on. The site will be left to degenerate and we will have yet another eyesore to deal with. |

Tealeaf; The project will cost £50,000. The cost of upgrading of paths, a further £50,000 to £100,000, will eventually have to be found by HBC, but I don't think they realise this yet.

It might interest some of you to know that the chap who designed the lumps is called Peter Beard and he is an architect who teaches, part-time, in London and has a vague interest in post industrial landscapes and designing .....wait for it....
Business Parks. Not an internationally aclaimed sculptor or artist. Not that we could expect someone of the stature of say Henry Moore or Anthony Gormley, though it would have been nice. No, we have to put up with some southern chancer who couldn't give a tinker's cuss about Hyndburn, it's history or it's people. I doubt that he has even been anywhere near the coppice. If he had he would know that his lumps would be obscured from view by the trees growing on the side, thus rendering the whole aim of the project pointless. |

Had another reply but for some reason I can't paste it onto here.:( She harps on about RECLAIM which is a company who try and tart up derelict and unused land and that there is a possibility of funding coming from them. I have replied as I find it offensive for someone to class the Coppice as derelict and unused. I'm sure that many other dog walkers, horse riders and locals out for a stroll will feel the same way. She says that a public meeting is to be announced. Yeah right.....

Architect Peter Beard strongly believes that such sites should be approached with a greater awareness of their past, both historically and politically.
He says: “Issues of history and memory and a sense of what places are within a collective memory, whether national or local, are very important in considering how one deals with these places. The average business park planner is not necessarily concerned with such things.” If he can show such concern for a business park why hasn't he got the same attitude towards our Coppice? |

I am surprised at you lot for running down poor Peter Beard! You only have to glance at his award winning design in 2001 to show how he has the knack of amalgamating kids of all ages to skateboard or cycle all over his wonderful designs......What wonderful graffiti they could paint on those sweeping curves.....

The pic in the Observer was before Tellytubbyland had been decided on I think. It seems that by having rejected the flying saucer earlier we have been lumbered with the worst of a bad lot. Even the singing ringing tree would be better than thos hideous mounds. Either way it will not be maintained, it will not have easier access and it will be vandalised - this is Hyndborg we are talking about.
Actually, come to think of it, isn't it a legal requirement now to have disabled access? |

Just been up to the reference library and found that the coppice land was gifted by the Peel family to the Borough of Accrington...but with CERTAIN CONDITIONS.. I could`nt find what they were but lets hope they were against despoiling the area!!

Like you say Lettie, there is just no way you would get a wheelchair bound person up there unless you use a hoist. I used to run on the coppice in my younger days and the access point I used was via the easterly by pass......I used to call the pathway up there 'heart attack' hill.

....and how will they get JCB`s up there. The paths are either too narrow or too steep. Nice to see that this has been well thought out and has the money for renovation of this "rundown spot" been ring-fenced?

I bet they haven't even thought about access for the JCBs. I can forsee the road being closed off whilst they approach with them from the point further back than the parking area where there is an incline which is less steep.

The artists impression (how often do they turn out to match the end product?) shows carefully manicured mounds, arising at an angle of about 70%., with a few people on top.My question is: If there is to be open access to the top of these mounds, how are people in wheelchairs going to be able to get to the top? I can't see how. Maybe each one will have a Stannah Lift or something similar around the back. I just cannot see how they will give equal access to everyone, which, given the current criteria on public sector funding of schemes such as this, would make the mounds illegal.
The only way MPAA & and the clowns on HBC I can see getting round this obstacle would be to fence in the mounds, which once again defeats the object of putting them there in the first place. One final point: These things really do look nice and tidy...are they going to be kept that way or are they going to be allowed to grow wild, with bushes and long wild grass sprouting out everywhere? if its the latter, can someone tell me how you're going to get a lawnmower down the sides of these things.....I wonder if the HSC has been consulted. If its the latter, then theres no point in turfing it over in the first instance,,,,You may as well get Murphy up there in a hired JCB, free Guiness for the weekend, as many mounds as he can do,total cost about five hundred quid, total saving to the ratepayer, £49,500 quid. |
