Most of the people of Accrington don't want to get up there and do the work themselves and they don't want their Council Tax increasing to pay for the work either. Just the same as most of our green...

Red paper does not make it copy proof, just makes it slightly harder. You can just scan it and then OCR the writing into Word or some other application.
The easiest way is a colour copier.

No you can't. If you can see it on your PC you can copy it.
