there was an old lady killed by a car on that zebra crossing years ago, wonder if that was behind the thinking, could possibly be as it takes years for HBC to do owt,(if ever);)

I am with Willow on this it must be for the safety of the pupils from Moorhead. Its likely its taken them this long to plan how to go about it as I used the same shops when I was at Moorhead. :eek:

it is LCC not hbc doing the work it is to stop cars etc from parking on the pathway so cars etc comein up Hawksworth rd can see onto Whalley rd

Councilor Pritchard was out there tonight overseeing the work. Some have said the it is down to LCC, but surely HBC should realise that this could put two shop owners out of business, due to the fact that their customers can no longer park outside.
Katex, the gap that they are proposing to leave would just about be big enough to get a Micra through. If the Council think that all delivery drivers shop users can use my car park, then, they are sadly mistaken. :eek: |

Well if, as Malcolm says, it is to stop people parking on the pavement so that cars can see to come out of Hawkesworth Road then that gap isn't supposed to be big enough to drive through and the council don't give a hoot about how it affects the businesses.
Whilst we're on the subject of safety isn't it about time they put a pelican crossing on Queen Road West where Moorhead pupils have to cross another busy road to get to the actual main entrance of the school? |

On past performance the council isnt willing to make it easy for business so this might be to drive more away.

There have already been accidents there. My eldest daughter was run over on that road and spent time in intensive care. She wasn't the first nor the last. It is impossible to see round the bend in the road towards Dill Hall Lane and to know if the road is clear. A speeding car can be upon a child before the child can do anything about it. The council at least acknowledge that much and put in some stupid road humps which in my opinion have only served to make it more dangerous because drivers now swerve to avoid the humps.
A crossing would at least ensure that there is a period when it is safe to cross. If pupils chose to ignore it then that would be their problem. I see plenty of adults ignoring the lights at the junction of Eastgate and Whalley Road near the vets. It's a wonder somebody hasn't been killed there. |

Just to clarify a point, neither Councillor Pritchards were there overseeing any work done here for two good reasons;
1. We can't oversee work 2. It was LCC doing the work not HBC. I must say though that the barriers are a good thing, its not legal to park on a footpath and the fact that lots of these cars were reversing off the pavement onto a major road made it an accident waiting to happen. |

That's interesting Clare. AccyJay said in the original post that the vehicles parked there legally and emphasised that point. I can't help wondering how this pavement parking relates to Securicor and the like when they make deliveries and collections from banks. They often park on pavements. Do the people concerned obtain any kind of permission?

I had quite a lengthy conversation yesterday with Councilor Malcolm Pritchard about the work being carried out. He explained that the reason that the barriers were being erected, was that vehicles were parking on the pavement outside the shops, thus causing a hazard to pedestrian. Vehicles are only legally allowed to park directly outside the premises (inside the box on the photo below).
Also, he informed me that LCC not HBC made the decision, & that they are not erecting any bollards only an extended fence (more photo's to follow). I did ask though, if it was for safety reasons, why the entire length of the fence wasn't being painted in a bright colour (i.e. yellow or orange) due to it's proximity to a school. That way it would be seen from a greater distance away. Finally, may I add that when I stated that Councilor Malcolm Prichard was "overseeing" the work, I should have said "observing". |

me, slinks and tinks all used to live up oakleigh, for as long as i can remember people have parked on that bit near the chippy and sandwich shop, infact the previous owners of the chippy(when it was a shop) used to park all there cars on there all the time(the Rafferty's) they had 2/3 cars that i know of, so why does the law suddenly change now? and why have the council wasted money on it? TRY SORTING THE TOWN CENTER OUT before starting on stupid piddly little things like that

Reversing into a main road isn't allowed anyway is it?
Would there be room there for the alternative idea of a little parking bay between the main road and a set back pavement where the vans could park parallel with the road or wouldn't that work? I was just trying to think of how they could be there without having to reverse into the road. Is there anywhere round the back or down the side where they can park to deliver? |
