I don't usually make a habit of abusing new members, I like to give them a week or two to settle in first but, please could you write that again in something like English so I can try and reply to it.

Non payment of a fine is a threat to the survival of the government.
(if we all witheld taxes and didn't pay fines the government could not be financed)
That is why they need to land heavily on any such dissent.

It shows you that government rank their own survival as of greater import than the life of a child. This is what 'democracy' has lowered us to.

Fines are used as a threat to uphold the law.
