They should at least tie the fine in with his earnings, so that it does actually hurt him.
A £1,000 fine would hurt a lot of people, whereas that is just pin money to him. Make it £100,000 and that would be a step in the right direction

just off topic slightly,have read somewhere today that rio was left battered and bloodied outside a belgium club,obviously wasnt going fast enough!(must have learnt his lesson)lol
