Now THATS an idea!

Often thought that they should be like a car  tax disc, you get to renew it every couple of years or so, and perhaps if its getting a bit knackered - well you just don't...

About the only thing it would achieve is to provide more civil servant/ quango jobs - which would probably be as fouled up as the PSA, the Passport Office etc etc.
