Only a fool would spend thousands (or even millions) as a leaseholder.
Any improved asset value only benefits the owner of the freehold.

Surely this must be a good sign & perhaps indicates the clubs negotiations to buy the ground from the council may be proceeding.
No tenant would agree to invest the sums required for this type of...
